Paul was called to the Bar in 1995 and is the co-Managing Partner of Kagan Shastri DeMelo Winer Park LLP. As a former Legal Counsel with one of Canada’s largest municipalities, his practice focuses on all aspects of municipal and land use and planning law, including expropriations, development charges, aggregate licensing and the defence of By-laws.

Paul represents a wide range of clients in both the private and public sector, including many municipalities, conservation authorities, developer groups and private landowners within the GTA, and throughout Southern Ontario. Paul regularly appears as counsel before administrative tribunals and the courts including Ontario Municipal Board, and all levels of court in Ontario including the Divisional Court and Court of Appeal, representing both his public sector and private sector clients.

Paul is a member of the Canadian and Ontario Bar Associations, as well as the International Municipal Lawyers Association and has presented numerous papers on various topics for both the Municipal Bar Association as well as the International Municipal Lawyers Association.

Paul is a former Vice-President and Secretary of the Federation of Canadian Portuguese Business and Professionals and continues to work with the organization and other groups to promote the importance of higher education amongst our youth. Paul has also served as the Chair of Halton District Catholic School Board Boundary Review Committee.

Paul is married to his wife Sheila and together they have three children.
